What is the MILR Program?

A voluntary program to assist and track groundwater pumping reductions in the Paso Robles Area Groundwater Subbasin.

Program Overview

The MILR Program provides a way to assist and track owners of agricultural land who reduce groundwater pumping. The program also aims to target areas near communities reliant on vulnerable drinking water wells. The initial phase of the program will involve irrigators that wish to voluntarily enroll their farming unit into the MILR Program.

Five Groundwater Sustainability Agencies (GSAs) within the Paso Robles Area Groundwater Subbasin (Basin) collectively have responsibility for implementing the Basin's Groundwater Sustainability Plan (GSP) and bringing the Basin into a sustainable condition by 2040.
